Peterborough Presents is inviting freelance evaluation consultants or organisations to tender for the position of Peterborough Presents External Evaluator. As an Arts Council England funded Creative People and Places programme, Peterborough Presents is entering its 2nd decade, having started in 2014-15. As such, we are a well-established programme with a strong track record of co-commissioning with communities across the city.
This contract will cover evaluation of Phase 4 of our programme delivery. Phase 4 runs from April 2026 to March 2029. The contract for evaluation will run from June 2026 until final reporting in May 2029.
In Summary
We are an action research programme as part of the Arts Council England funded initiative ‘Creative People and Places’. Creative People and Places now takes place in 46 areas across the country where people have fewer opportunities to get involved with arts and creativity. Each programme has its own distinctive approach that is unique to the people and places that have shaped it, and aims to make a lasting change in communities.
What we are looking for from our evaluators:
- To provide evidence which allows the staff team and consortium to:
- reflect on the effectiveness of the model / approach
- make informed decisions and changes as we progress through Phase 4.
- To test Peterborough Presents models of engagement in terms of: levels of arts engagement, diversity of engagement, artistic relevance and social / wellbeing impact and investment.
- To track the scale and impact of community decision-making and mechanisms to sustain creative engagement
- To track the reach, breadth and depth of engagement for participants, audiences, artists and partners
- To implement systems and track the impact of the programme against our longer-term impacts
- To support the reporting to Arts Council England and other funders
Budget
There is a total budget of £24,575 inclusive of VAT and expenses. This will be split into instalments across the period of contract until May 2029.
Once the successful contract has been awarded you would need to lead on the development of the evaluation framework in collaboration with the Peterborough Presents team.
NB: Phase 4 for Peterborough Presents will start in April 2026. As such, we are looking for someone who can hit the ground running. We will continue to capture data and feedback from participants, audience and partners during any interim period.
